Successful influential advocacy on Disability Inclusion

CEPO worked towards Successful ratification of the United Nations Convention on the Rights of Persons with Disabilities and its optional protocol in South Sudan.
Community Empowerment for Progress Organization (CEPO) picked up decision on influential advocacy in early April, 2022 through a campaigned called Yellow Ribbon. The campaign was intended to accelerate advocacy efforts for the government of South Sudan to ratified the United Nations Convention on the Rights of Persons with Disabilities and its optional protocol.
The yellow Ribbon campaign rolled out effectively and it generated great acceptance of the political leadership on ratification of the United Nations Convention on the Rights of Persons with Disabilities and its optional protocol. The essential political leadership acceptance was from the Right Honorable Speaker of the National Legislative Assembly Rt. Hon. Nunu Kumbu who decided to take personal take responsibility of the fast-tracking the process for the ratification of the United Nations Convention on the Rights of Persons with Disabilities and its optional protocol. Secondly, demonstrated political leadership acceptance is for gained support from multiple officials from the National Ministry of Justice and Constitutional Affairs and the National Ministry of Gender, Child and Social Welfare
The organization of persons with disabilities (OPDs) led by South Sudan Union of Persons with Disabilities was in frontline of our influential advocacy and lobby for the South Sudan Government to ratify the Convention on the Rights of Persons with Disabilities and its Optional Protocol. The OPDs were empowered by CEPO through our campaign of Yellow Ribbon. After successful and influential advocacy and lobby of one year in 2022.
On 24th February, 2023 South Sudan President Salva Kiir signed the United Nations Convention on the Rights of Persons with Disabilities and its Optional Protocol without any reservation. This was a milestone of year 2022-2023 advocacy and lobby of CEPO on Rights of persons with Disabilities. The President signing of the United Nation Convention on the rights of Persons with disabilities was highly welcomed and appreciated by the OPDs and the family of the Human Rights movement in South Sudan and across the global.
The convention was officially launched on 15th August,2023. CEPO influenced the government of South Sudan through the Ministry of Foreign Affairs and International Cooperation to deposit the instruments of the UNCRPD timely to the office of the United Nations Secretary General. This move was successful and on the
CEPO following the successful and influential advocacy and lobby, it decided to rename the campaign from Yellow Ribbon to “I am for UNCRPD South Sudan”. Under the campaign of “I am for UNCRPD South Sudan” CEPO together with other partners such as National Ministry of Gender, Child and Social Welfare and among others like Light for the World kick off the process for the domestication of the UNCRPD and its Optional Protocol.
The domestication tasks aimed at development of National Action Plan for the Implementation of UNCRPD for 2025-2029 and enactment of a legislation on Right for Persons with Disabilities. Both processes rolled out successful as per now the process for the development of National Action for UNCRPD 2025-2029 and the Bill on Rights of Persons with Disabilities has progress well. In early year 2025 the signing of the developed National Action Plan for UNCRD Implementation and proceeding for enacting legislation for Disability Rights will be operationalized. The timeline that CEPO is aiming at for utilizing for operationalization of the signing of the National Action Plan for UNCRD Implementation and proceeding for enacting legislation for Disability Rights will be the dated 5th February, 2025 which marked one year from the dated where United Nations Secretary General issued official letter reference: CN59 2024 Treaties-IV 15 a (Depositary Nonfiction) dated 5th February, 2024 with the directive quoted “The protocol shall enter into force for South Sudan on 6th March, 2024 in accordance with its article 13(2) which reads as follows “ For each state or regional integration organization ratifying, formally confirming or according to the present protocol after the deposit of the tenth such instrument, the protocol shall enter into force on the thirtieth day after the deposit of its own such instrument”
